Why did reform fail to save Russia from a revolution in 1917?

Suggestion:
First, as background what were the aims of the reforms? Why did the Czar carry out the reforms? You may confine the area of discussion to Nicholas II's reign. The focus should not be on Alexander II's period as it's too remote.

There were mainly political and economic reforms.
You should cover political reform, with emphasis on the Duma, political activities, and give reasons why it failed. For socio-economic reform, you must not skip Stolypin's reform in industry and countryside (land problem). Identify the features and any success. Explain why it failed to sustain the Czar's rule at last. It is necessary to give examples to support your answer, not merely general statements.

Next you may cover the WWI, and revolutionary activities - but not the main focus at the expense of political and economic reforms. The reforms were cut short by the coming of the War and produced favourable conditions for a revolution in 1917.
