the latter option i think.
in fact, Germany was "Prussianized" rather than "unified"

How influential was the rise of Prussia to the unification of Germany?

Was it only important because of the military options opened up by the economic prosperity of the nation? or because Bismarck unified Germany because it was in Prussian interests to do so?
I'm not sure I understand the underlying meaning of the 'rise' of Prussia in the context of the question. Thanks for any assistance,
