Does anyone know where to begin when writing about the significant changes that the Empress Dowager made in the process of reforming and the historical influence they had?

I suggest you to scan through the history topics in this site for relevant info. Generally Cixi was a conservative figure in Late Qing period & was regarded as a stumbling block to reform. Perhaps she took more initiative in the last reform after the Boxer Uprising.
